I don't think we should separate
Developers or Sales teams because each department will be needed at different stages of the product...
I would say that you need to validate the market before developing anything. But to validate the market you should have something to show, not only an idea or an elevator pitch. So, I suppose dev team to develop a MVP then sales?

I'd say both. It won't matter how great your product is if people don't know about it. On the other hand, it won't matter if everyone knows about your product but you can't deliver quality.
Imo Sales is way more important. It's possible to sell contracts without even having a functioning demo and getting people to pay money is a much harder problem than wrangling some code
