Both design and functionality are crucial factors. However, the priority given to each depends on the nature of the product, the target market, and the competition. For startups focusing on developing innovative products or services, functionality usually takes priority over design. In this case, the product's primary goal is to create a product that solves a problem or fills a gap in the market. Functionality should be the priority as it determines the product's usefulness, efficiency, and effectiveness.

I think at beginning you should focus on something that works and that is custom for you early customers with a maximum of features working. Of course, do not just put html code, js code and no css into this. What I'm telling you is just put your efforts into features and improving your product at beginning. Then you'll make it visually appealing.

That was a pain almost always. I do like the phylosophy of MLP - minimum lovable product as it keeps a good balance between design and functionality.
