The thing with any hiring-related products @ehvana, is the chicken and egg dilemma of which comes first :D Candidates won't sign-up / complete and submit profile unless there's a visible number of suitable (and fresh) jobs.
Something you should immediately explore is job board aggregation (Indeed for publishers is a great place to start) which will automate your curation ;-)
After product validation, you could also look into creating partnerships with startups / small recruitment businesses / rec agencies to offer them a dashboard (hiring specific UI with recruiting capabilities) within your platform where they can manage their recruiting needs in exchange for posting their jobs.
Attract candidates to your product by offering them a basic complimentary (read: free) service such as resume reviews, interview coaching (short bite-sized videos), etc. You could scale this through partnerships with career coaches and HR consultancies to provide premium candidate services after the basic plan, for example.
Then there's a couple other ways like creating a design community on Slack to pursue learning new creative techniques combined with twitter chats (maybe outreach with Product Makers via Product Hunt like AMAs) and portfolio highlights.
