Is there a tool to create YouTube banners that fit everywhere?

Not sure how many of you know this. But creating a YouTube banner is a headache. You make one that looks amazing on desktop, but then it’s cropped awkwardly on mobile or tablets. I know there's a size guide where you need to align the elements within the box. But, is there a tool out there with templates that follow the size guide and make the process easier?
