From what I gathered it's a widget to redirect users with the right messages pre-entered (in essence just a fancy redirect button).
For those wondering, no it is not a cheap solution for you to integrate WhatsApp API. That would cost a lot more than just $2 a month unfortunately.

One question: Can't I directly chat from the webpage? When I clicked on the chat option, it got redirected to https://web.whatsapp.com/
