To ensure my content resonates with my target audience, I conduct thorough research to understand their needs and preferences, create engaging and relatable narratives, utilize appropriate language and tone, and actively seek and incorporate feedback from my audience throughout the content creation process.
I've tried a couple of things that seem to work to get better insights - depending on the distribution channel. In blogs we did a rating side-bar that would expand into an optional "deeper insights" form. For reports, if we were capturing their details as leads, we'd do a direct follow-up and engagement to get their feedback.
If you've got a community you are active in that is your target user, asking for feedback can be a really easy way to understand directly whether your content is valuable.
Ultimately I don't think that there's a way to ensure that your content will resonate, unless you can get direct feedback from your audience.
