Lets openly share startup ideas

Every founder has a notebook with projects & hypotheses that seem very promising, but not interesting to him personally. I want to make a community, where such hypotheses are freely shared by credible entrepreneurs. 1) When do you think a person is most willing to share such ideas? (and where he is in that moment) 2) Would you personally be interested in participating in this community? How?

That'll be nice. I think people are most willing to share ideas when they need honest opinions on something they can hardly be sure of its value. I would be interested in participating, I as a product manager have a thought on my side product but not quite know if others would find it useful or not useful at all.
