yes if you have previous experience of doing SEO yourself. It's easy to work with freelancers who look solid on the surface but are actually providing a low-quality service
An agency (like an actual agency, not glorified freelancers) is more expensive but much safer of a bet
what are you guys's thoughts?

Its a bit risky if you don’t vet the freelancer carefully. Some may not deliver the quality you need, so choose wisely.
