Consistency! Be as consistent as possible.
Consistency + a reason to be there. You're competing with every other way they could spend their time. How does what you provide actually make their lives better, either through entertainment, education, or both?

1. Find your niche
2. Create a community place (slack, discord, insta, Pensil, etc (https://pensil.in))
3. Create useful content
4. Invite few user through DM or email if you have a list.
5. Host events
6. Repeat 3, 4, and 5

Hi! Whenever possible, offer your help and deliver value by any means, but also try opening a discussion yourself, whenever you have a question. Building an engaging community definitely takes time, so be consistent!

If your product is ready, I would certainly make a video presentation about it. As @soyjaviergil said, you got to offer valuable content to your community.
You can provide what major issues your app would solve, and why your product would be the best pick among others.
You can go through every feature of your SaaS, and explain step-by-step how to use it.
You can also invest in the vision of your product and showcase all the incoming features.
You can also engage the community to be active by letting the app in free access, and by offering a special discount for those who actively send you feedback.
If you can come across some iterations based on their critics, I believe that would create even more engagement. Being responsive is key.
Also, make sure to have an offer that is attractive and exclusive for early adopters. The FOMO effect works great if done properly.
If possible, you can conduct some sort of "experiment" by using your own app and display how certain results can be achieved. From what I saw, people expect makers to do the heavy lifting a bit more than they used to.
