The reply section on any social media platform is a goldmine.
You may not have access to pay an influencer but you do have direct access to their followers. By replying to comments or posting meaningful comments yourself, you will get click throughs to your profile and will grow from there.
I believe Gary Vee promotes something called the $1.80 method which would be great for this.

Offering value up front.
It's quite difficult to build rapport through email as it's a lot harder to connect with your audience.
That being said if you consistently provide value through emails (tips and tricks have always done well for me in the past), they'll begin to trust you as an authority in your niche.

It all depends on your audience.
If you can clearly define your audience, figuring out where they are is pretty simple. Once you know where they are, you'll know exactly where to market.

Do your homework.
As someone who gets 50+ cold messages a day through LinkedIn, Twitter and Email, there is nothing more frustrating than someone not knowing why their product or service is a fit for me.

As a general reply, I think this fully depends on the business and the audience you're trying to target. There is no one size fits all.
Once you define who your audience is, figuring out where they spend most of their time is pretty simple. From here looking at where to market becomes so much easier.

Personal branding can be massive.
There are loads of communities on Twitter and LinkedIn that can help you grow your business but personally as well.
It also builds trust with your audience and for your business because it has a face to it.

Pick an audience early, the more specific the better, and market to them solely. A big mistake for many startups is not focussing their marketing efforts and casting a broad net...this usually needs an awful lot more money than most startups have.
