At least in the UK, there are a number of apps trying to be the Uber for low skilled work. Ones like Flexy, Catapult, and Staff Heroes come to mind. I briefly considered launching a similar service but see too much risk involved in starting an employment agency given the returns (these apps seem to be taking a 15% commission off of minimum wage work, with which they need to fund insurance, employer and employee acquisition, cash flow for workers as employees are paid weekly but employers pay monthly, etc.)
