Russian Federation is actively censoring Internet for its people and it does that using the crudest methods. Even if your service is doing nothing wrong, it can be unavailable from Russia just because its happened to be using IPs from the blocked range. Some of these ranges are as big as /10 — meaning that there's millions of IP banned.
