I'm Jeff, the developer of StopTheMadness. I just released the extension for Google Chrome in the Chrome Web Store. It works with both Mac and Windows (It protects command-clicks and command-keys on the Mac, control-clicks and control-keys on Windows.)

StopTheMadness should be the default behaviour in all browsers. Hopefully someday it will be, but in the meantime it makes browsing sooooo much more pleasant.
