Visual web site builders always add complications and eventually you'll end up needing to write custom code on top. I prefer to start from the least technologically complicated setup, HTML and CSS, and take it from there.

It depends on what you are building - PagePalooza is one of the nice ones that you don't need to watch hours of tutorials to be able to use.

as someone who has worked on next.js, wordpress and vanilla js. I think framer is cool.
I am yet to try webflow btw.
