Delays? It's hard to motivate freelancers? Or something else?

There is no challenge if you hire them from the right sources.

For us, motivating them and keeping them on track is the hardest

So I'm a Developer....and also a founder. I today don't have the time to develop myself, (I mainly see Business Development) and often have to work with other developers. The main challenge for me, is that 'new/young' developers are formatted in a way that doesn't push them to find a Solution to a Problem and more 'mature' developers don't necessarily have the knowledge of new development languages. What I try to do now, is develop the prototype and then get a New dev for one part and a Mature one for the rest. I however have to assemble the codes myself afterwards, not very practical but less headache....
