For example, do you prioritize value alignment and shared vision first, or their technical expertise first?

Hello! As an HR professional that has helped many a company build their team from the ground up, I always suggest aligning value and culture fit first.
That is not to say that technical expertise isn't important, and if you need them to have experience or knowledge, they should have that under their belt, BUT, for example, requiring 5 years of something, is great, but if you meet someone with 3 years of it, that you really vibe with, that seems to understand your vision, that you can see yourself working with and your team working with..... hire the 3 years experience!
