Never be passive agressive
1) Set aside a budget and incentivize great work. Helps in identifying great work and showcasing the best performers. 2) Have an open talk every day where even interns get to share their thoughts and ideas. 3) A way for people to talk with anyone in the team, skipping levels, as need be. Helps in shutting down unwanted bureaucracy.

I've been thinking a lot about this whole "we are a family" thing, and my advice would be to avoid promoting a "family culture" at all costs. Using a family narrative to make team members feel guilty about certain things can be quite harmful, and unfortunately, many startups have used it to foster unhealthy (and unethical) work cultures. For example, it can cause people to feel stressed about speaking up and add an extra level of shame when leaving (or getting fired from) a company.

From a personal experience as a founder, it doesn't really matter how you want to apply company/startup culture. Your team will "Impose" it, so the best thing you can do (Which is very hard in early stages) GET A GOOD FOUNDING TEAM.
