We've had the same debate and at the end of the day decided to base our model on video duration - simply because it's more in line with the resources used, hence with our costs.
Number of videos might be easier for the user to grasp, but if the platform allows creation of 30 mins video as well as 10 secs video, it's almost unfair, even for the end-user to pay the same.
