The less time spent skimming a resume, the stronger the case for a standardized format. Why? Knowing precisely where to look at each glance ensures specifically desired information is not missed.

I look for listed relevant work expeirence and then highlighted skill set in that 30 sec of time.

I look at what they decided to share and how they organized their resume, gives me an idea of how they think.
Also agree with @satyendra_sahani skills sets are an interesting area to look into. If at a glance these aspects look compelling, then I read more in detail.
