I am getting sign ups from Twitter ads but not getting any subscriptions. What might be the reason?

I have implemented a marketing strategy that gets users to sign up for 3-4 EURs which is splendid. However, I didn't see any user actually using the application after the sign up. They didn't do anything!
How can I understand the problem here?

maybe they signup because it is cheap, but then procrastinate, or realize that they had no need in the first place?
To understand the situation better, identify who is the likely user for your application and how does it match with those who are signing up.
If there is a match, maybe you need to talk to a few of those who signed up,
