I personally do it first but customer impact matters, then back to internal matters.

Do you mean for your tickets? And in which context are you prioritizing the tasks?
The best prioritization technique for me is a qualitative feature map from Reforge. You're taking into consideration user value (problem frequency & problem severity) and business value (business impact & strategic importance).
