Anyone building community website? Any tips how to solve chicken egg problem?

I'm building https://travelermap.net - the website where users can explore national parks on interactive maps, add reviews, and mark parks as visited (there are personalized maps).
Right now, it's still under rapid development but I wonder how to attract users and how to build community.
Anyone is also building something similar, and wants to connect and share experiences?

I am building Safe Selection: a platform for the safety of women and travelers. It aims to make travel safer for everyone.
Our platform provide user-generated reviews and ratings about cab drivers/services from other users' past experiences. The idea is to create transparency between travelers and drivers/services and bring together a community of concerned and informed individuals

I'd say the big question is to determine what's the user type your platform can't live without. In your case, I imagine that would be the parks.
Reading currently a book called "The Cold Start Problem" by Andrew Chen and you might want to check it out, as it tackles specifically this problem :)
