You can build the same on DrapCode.
If you'd data is on Google Sheet or Airtable, then you can connect and fetch your data from there and build the frontend.
Once you have the data, then you can apply search and filters on your data and give a nice looking UI to your users to view the data in list or tabular form.

As per me, it should have the following:
#. Easy to use interface, as a lot of people using that tool may find it difficult to understand.
#. Good documentation/examples or templates if possible.
#. Support of connecting Airtable/Google sheets as most of the non-tech people are fairy comfortable in using these tools.

I would suggest giving a try to DrapCode (https://drapcode.com) as here you can connect various data sources such as Airtable, Google Sheets, REST APIs etc and then use that data to display in the form of charts, analytics, graphics etc.
You can also create roles/permissions to control who can see what.
