The users are going to create the form quickly and cheaply. If they use the API, they will don't consume the time with developers.

Hello, Mark Hendricks. You can use Node.js, Python (Flask or FastAPI), or even PHP. Hosting: Heroku: Free tier available, easy to deploy. Glitch: Great for small projects with collaborative features. Replit: An online IDE that also allows you to create and host apps. You may want to save your daily data updates in a file or a lightweight database like SQLite.
