How big a startup is required to reach scale of billions of answers, with no tracking nor ads

The open Web is (long) gone and Google results have been getting worse for years now (e.g. just try 'is Google in decline' on Google). YottaAnswers (https://yottaanswers.com), the project I have been working on shows how to build a smart AI Q&A system capable of billions of answers with no tracking nor ads. The scale of the system is not that far off from Google, with orders of magnitude fewer resources and the system being based on vector spaces as opposed to keywords and indexing that are a legacy technology.

Is keyword based indexing now a legacy technology?

Google revolutionized the world back in 1998 with their breakthrough PageRank algorithm that used link analysis of the Web graph to rank search results that were based on occurrences of keywords in web pages. Is keyword based indexing now, 22 years later, a legacy technology? Should answers to queries be direct, based on vectors in vector spaces able to better represent meanings of words and phrases?
