I would say it depends! :)
I would go for the person, you need a flexible person able to do different tasks. Whether it's a CTO who can do engineering or an engineer with leadership skills.

On top of all the good practices (users feedback, competitors, etc) what I do is to run an hypothesis driven process and it yields ideas. For early products, you usually have a general idea of a direction. Hypothesis are used to explain the delta in between the expected user behaviour or engagement and the actual result. Most feature have a role to play to reconcile the general user behaviour...
