These guys allow parents to turn off internet access on their kids' devices from a webpage (They control the router). No Software to download, install, configure or administer on the kids' devices themselves. They have a Kickstarter page too:

@McCroden The Kickstarter campaign is an afterthought for our new hardware device. The service has been around for over a year. But your point is well taken.
