Too bad you can’t hack the mobile app. It’s the most obnoxious default setting ever. It makes me realize that when you're accessing Twitter from Hootsuite and other 3rd party apps, you're getting "Top Tweets" — never "Latest".
Twitter has been constantly switching everyone back to their "top Tweets" feed even if you keep selecting "See latest tweets" so I made this Chrome/Firefox extension to fix it!
