@rrhoover The matching is totally random within the queue of people who are starting new conversations. We also think there are some cool things we could do to make it more location-based as we roll out updates. Looking forward to your thoughts!

@radha_anu Thanks! The GH paradigm definitely has its limits currently, which I think you did a great job of summarizing in your other comment. They trickle into the product as it stands, but we are hopeful Google loosens them as the platform progresses. As far as the submission process, we spent a lot of time coming up with the name for our action, as we didn't want Google to summarily reject us based on that. Besides that, we just read and reread their guidelines until we felt comfortable submitting.
