A good freelancer could make a fairly decent design & branding kit for a startup for $300 - $500. It's usually more than enough for an MVP or an early stage product. Once you've tested the idea, you'll know your specific needs and will be abe to command a new design.
There are some exceptions. If you're in a very competitive B2C niche, you might need to invest way more into design to get traction.
